Independent Consultant , ITU Trainer

Alfred Kiteme is a seasoned Revenue Assurance and Product Assurance professional with over 25 years of experience in the telecommunications and mobile money sectors across Africa and Asia. He was instrumental in developing the first risk assessment and product assurance framework for the acquisition of a Central Bank license for M-Pesa at Safaricom, a milestone that set the foundation for regulated mobile money operations. He later led and supported similar mobile money licensing initiatives in Malawi and Afghanistan, applying the same governance and assurance expertise.

His experience spans multiple operators and markets, including engagements with Safaricom (Kenya), Airtel (Malawi), Etisalat (Afghanistan), Sudatel/Sudani (Sudan), Econet Wireless (Lesotho), MTN South Sudan, and several technology and fintech organizations across Rwanda, Congo, Nigeria, and Kenya. In addition to operational roles, Alfred has consistently focused on capacity building, delivering revenue assurance and product assurance training to staff and partners across diverse regulatory environments.

Through AFRALTI, an ITU training centre, Alfred has also provided specialized training to national regulators, including the Malawi Communications Regulatory Authority, Uganda Communications Commission, Ethiopia Communications Authority, and Gambia’s Public Utility Regulatory Authority. He is widely recognized for his practical, regulator-aligned approach to risk, assurance, and compliance within complex telecom and mobile financial services ecosystems.
